That is not the complaint - at all. He knows it.

I really cannot understand why so many of our republican leaders are so insistent on hiding the truth about Russian interference and if and how some Americans may have aided in this. Well, we know the answer is that they want to get re-elected, and they can't do it without the Trump base. Political ambition matters more than the sanctity of our elections.
