That's not even close to what happened or what he said.


First of all, Mueller didn't punt it to Congress. He punted to his superiors, Rosenstein and Barr. DOJ, where Mueller works, doesn't do impeachment. It is part of the Executive branch. It does crimes. The legislative branch does impeachment.

Rosenstein and Barr found the evidence of obstruction of justice wanting. In doing so, of course they looked at Mueller's report.
