Just not sufficient to charged criminally/indicted, which he
couldn't/wouldn't by policy anyway, and maybe not rising to the level of provable beyond a reasonable doubt, but did NOT exonerate him either, instead leaving it up to Congress? Barr preempted that, but it can't be hidden behind redactions forever. It's going to come out one way or another, maybe not necessarily to the public, but to at least to the highest levels of Congress, e.g., Intelligence and Judiciary.
