You're not reducing tuition with "free" college, you're actually going to
increase it. Simple supply and demand equation. You're only shifting hoos paying for it. Which, in addition, removes the "cost" aspect from the buyer's decision. Furthermore, you'll likely see the unintended consequence of driving up costs for those jobs/trades that don't require a college degree - electrician, plumber, truck driver, construction worker, etc.
If you want to reduce the cost/burden of college, you need to look at ways to reduce demand (e.g. not require college degrees for jobs that really don't need them, while improving skills training in HS), or increase supply (more training programs for certification in technical skills, expanding online options to drive down their currently exorbitant costs, etc.).
