Technically I would say you aim to shrink the debt to GDP ratio during

expansions (by letting GDP grow and shrinking the deficit to zero or close to it) since there really isn't a reason to "pay off" or even significantly "pay down" the debt when you have a fiat currency... but yes.

What we don't usually see is a huge tax cut windfall coming when unemployment is historically low and markets are already at their peak....and the one thing that could undermine it all is inflation.

Hopefully just a blip this time.
