There are two possible solutions

1) Let the schools run their athletic programs as proper semi-pro leagues, or

2) Dump semi-pro athletics and let the NFL and NBA set up their own proper minor league system.

Nothing's particularly wrong with either scenario, of course. But it really should be one or the other.
