There's one thing I know from my years in numbers-oriented businesses...
Never has there been a truer statement than "there are three types of lies: lies, damn lies, and statistics". Because statistics can be bent to fit an argument.
Start with HC - if the stat that matters to you most is number of uninsured, then Ocare is a screaming success compared with prior to Ocare.
Its not about what I think. In fact I personally skew small govt. I tend to agree that when govt makes projections, politics play into them. Its about entering a negotiation with the statement "if you agree with me, then you are on firmer footing". That is what your initial post says. And of course that cuts off negotiation with those who don't agree with you before it really even starts.
There are many, many people who don't agree with the small govt argument. And they have as much say in our democracy as you and I. Cost overruns be damned. Doesn't mean you don't fight tooth and nail to get as much as you can - that's negotiating. But it does mean you don't just shut the other side out, which in recent years, has become the norm.
That doesn't mean I disagree with your concerns. I disagree with an unwillingness to negotiate, compromise, and accept less than 100% of your way.
