Yes increasing the pool spreads the cost over more people but there is still an increased cost
By eliminating the preexisting conditions coverage, you actually have a greater incentive to keep buying coverage while your healthy for that delayed benefit. But that leaves us with who and how will we pay for the sick when they get sick If they aren't covered.
